This report is intended to provide training material for use by the Leadership and Organizational Effectiveness School and the Naval Postgraduate School to assist in training consultants in the redesign of organizational systems using the sociotechnical design method. It presents an overview of the sociotechnical system approach to organization design and redesign aimed at productivity improvement. Specific application is made to military settings. The report presents the theory, principles, and methods of sociotechnical system analysis and design, prerequisites for application of this technology and a strategy vital to successful implementation of it in military settings. A case study of an organization redesign project in a Navy ship repair organization is used to illustrate the concepts. A list of related readings is provided. Discussion of how to institutionalize a new design and transfer it to various organizational settings concludes the report.

Data from a detailed evaluation of environment conditions in three U.S. Army field stations are presented. Three field stations were evaluated: Kunia, Augsburg, and Berlin. Results from a questionnaire administered to over 600 people at all sites in three job types (operator, analyst, and administrative/other) are given which indicate major concerns with conditions such as temperature, lighting, space, furniture, equipment functioning, and general environmental quality. Physical data obtained from measurements of over 270 workstations indicated the presence of cold temperatures, low light levels, reduced VDT screen contrast, glare, and distracting noises. The report provides the basic data which support the concerns expressed by Headquarters; namely, that field station personnel perform their jobs under conditions likely to impair their effectiveness. Suggestions for improving conditions are given in a companion report by Rubin and Collins.

This is another in a series of Safety Guides for installation commanders, leaders, and workplace supervisors to help them protect their work forces against accidental losses. The focus here is one of the most common and most costly workplace injuries -- back injury. Applying the methods outlined in this booklet will help leaders mount effective back-injury-prevention programs. It contains ideas developed throughout the Army during the early phases of our back-emphasis effort. New approaches include added emphasis on ergonomics and contributions from a broader spectrum of Army health are professionals. Learning from earlier loss control successes, we know the Army's back-injury-prevention campaign must be a shared task. It can succeed only through coordinated staff action. Like all important leadership responsibilities, elimination of back- related losses is a 'Commander's Program'. But commanders lead, they do not administer. Keeping a lid on back-injury costs demands a lot of attention to detail from first-line supervisors and help from the installation's staff specialists. Chronic dollar losses are so great that their reduction will easily return the cost of control. The ideas and management tools in this pamphlet will help installation officials develop their own unique programs. While effective prevention of back injuries is required by Army and Federal regulations, no single approach is mandated. But most workplaces have room for improvement. Their leaders can profit from the prevention and care strategies outlined in this guide.

These concepts are applicable to all generic functions associated with both Organizational and Direct Support maintenance for most Army vehicles. The categories of information contained in this document relate Army policies to the activities, personnel, and equipment required to accomplish a specific function. The information in this document has been integrated into a four-page format, so that all information related to a particular function can be viewed together. Eight types of information are provided: function, policy, issues, assumptions, activities/personnel/equipment, requirements, criteria, and guidance. The document was organized in this manner to permit ready incorporation of applicable information into appropriate Design Guides, Technical Manuals, and standardized design criteria. (Author)

Because many military and civilian employees of the U.S. Army are required to work in environments unlike those experienced by most civilian workers, a project involving a comprehensive assessment of such workplaces was initiated. This assessment involves a two-phase effort in which the first phase consisted of a literature search, interviews with experts, site visits, and limited field environmental measurements. The second phase will include a comprehensive assessment of environmental conditions including lighting at selected military facilities. The present report documents findings from phase 1, including a detailed bibliography of target areas: lighting, stress, and shiftwork. It also includes preliminary results from a visit to two military field stations.
